Water power running a car - 80s style

This is some old footage, I'm guessing it's from the 80s, of a green car design that ran on water. This guy was operating alone, in fear of oil embargoes (makes sense given the age of the footage ; )

It looks like it works to me, and with some relatively simple technology. This guy didn't graduate college or study science. What does that say about today's top auto designers? Maybe today's auto companies will catch up to this guy soon... I just wish this guy had retrofitted a Delorian instead of a dune buggy... would've been more fun in a retro-back-to-the-future kind of way.
